About High Level Enterprises

At High Level Enterprises, we design and build custom specialty vehicles that meet the highest standards of performance, safety and craftsmanship. From mobile command centers and medical units to prisoner transport vehicles, mobile classrooms, food trucks and specialty trailers, our team turns complex requirements into mission-ready builds.

We are located in Wakarusa, Indiana, in the heart of Elkhart County — the center of specialty vehicle manufacturing in the United States — in a 147,000-square-foot plant on 13.43 acres. Steel is cut and formed in-house, every structural component is powder-coated (by a dedicated powder-coating shop), harnesses are built in our own shop, and every unit goes through the rain booth before it leaves. Our team is made up of experienced fabricators, engineers and tradespeople who have spent their careers building specialty vehicles, and who chose to build them here because we take the time to do it right. We are deliberately not a high-volume line.

Personal and responsive

The HLE team works with you and your team to make sure what you order is what arrives. We work closely with clients so the order form, the options and every specific need are addressed and communicated through the build. When the unit arrives, smiles are normal.

The company

High Level Enterprises, Inc. is an Indiana corporation, founded in 2021, with more than 80 people at the plant and over 100 years of collective experience across the leadership team. HLE started in a leased building on Holiday Place in Elkhart, Indiana, in 2021, moved to a larger Holiday Place building in 2022, and bought the Waterford Street plant in Wakarusa in June 2024. The plant is 147,000 sq ft on 13.43 acres at 1060 E Waterford Street, Wakarusa.

HLE is on the FTA list of eligible transit vehicle manufacturers (TVMs), which makes it eligible to bid FTA-assisted transit vehicle contracts. FTA is issuing no TVM eligibility letters for FY2026 and points buyers to that list (FTA Office of Civil Rights to HLE, Feb 4, 2026). HLE is a TVM, not a certified DBE. HLE signs the FTA Certificate of Compliance with Buy America Rolling Stock Requirements (49 U.S.C. 5323(j), 49 CFR 661.11) for each unit sold under an FTA-assisted contract. The DBE Liaison Officer is named in every bid package. Quality: ISO 9001 certification in progress.
