What you attach
- Spec language, paste-readyBody construction, materials, electrical, HVAC, compliance and testing, written so any bidder can answer it and a vague answer is easy to see. No brand or builder named. The prisoner transport kit adds the detainee compartment paragraph.
- Typical price range$110,000 – $350,000. Typical range, recent HLE units, with what moves the number. A range, not a quote; your number comes with the proposal.
- Compliance statementsFMVSS; ADA (49 CFR Part 38) and FTA Altoona testing (49 CFR Part 665) where the purchase requires them; Buy America; FTA transit vehicle manufacturer eligibility; DBE Liaison Officer.
- Warranty3 years / 36,000 miles on the conversion, 5 years / 100,000 miles on the structure, 7 years on the subfloor; other equipment carries its manufacturer's warranty; nothing prorates; replacement parts available at least 2 years past the warranty.
- Lead time3 to 6 months after the signed order, deposit and chassis; 3 to 4 months after the signed order, deposit and trailer for a trailer.
- Vendor packet listW-9, Buy America certificate, FTA TVM eligibility (FTA list), Indiana certificates, capability statement, references, certificate of insurance, and HLE's registration IDs (SAM UEI, CAGE). What is in it.
- How to use itWhere each part goes in a grant application or a bid file.
The kit has no floor plan. A dimensioned plan sheet for the plan you pick comes on request: ask for a dimensioned sheet.
The budget range is the typical range for recent HLE units, not a quote. A custom floor plan is for a qualified project with a confirmed deadline; everyone else starts from the nearest of the library's plans. What HLE builds as prisoner transport units.
